You can't take children under 3 on an unexpected journey in a vehicle without the correct child car seat, unless both of the following apply: it's a licensed taxi or minicab. the child travels on a rear seat without a seat belt.
The airbag must be deactivated or the baby seat must be placed in the rear of the taxi, private hire vehicle or minicab. Although they may travel unrestrained in the rear if seat belts are not available, this is not a safe choice. It's better to book a different taxi with seat belts or child seats provided.
Are you allowed to hold a baby on your lap in a car?
Children under 3 years
They cannot be carried in a car that does not have seat belts because it is not possible to fit a child restraint in such a vehicle. It is illegal to carry a child in a rearward-facing child seat in the front if there is an active front passenger airbag.
If you are planning on riding with small children, then you should bring a child seat or baby seat for them. If you don't have the correct child car seat, children can travel without one – but only if they travel on a rear seat, and wear an adult seat belt if they're 3 or older.
It's also important to note that while it's the responsibility of the driver to safely convey your child to their destination, it's not their job to parent and discipline. If you know you're child is likely to act up during the journey, it may be best not to let them travel alone in a taxi.

In the UK, if you are caught driving with a child in the vehicle without a car seat, or with one that is unsuitable or incorrectly fitted, police can issue an on-the-spot fine of up to £500 if the case is referred to court.
The law's also a little vague. It says you can “use your judgement on how mature your child is before you decide to leave them alone in a car.” You know your children better than anyone, and the law says that, ultimately, it's up to you to decide whether they'd be OK on their own.
