Based on information for the New Town Eco Park in Kolkata, bringing outside food is generally allowed, making it suitable for picnics. Visitors can bring home-cooked food and snacks, though it is recommended to avoid plastic bags to help keep the park clean. Several food kiosks are also available inside for refreshments.
Snacks and water are available for purchase at various locations throughout the park โ especially since outside food and beverages are not permitted.
There are simple food/drink kiosks near the parking area. You can also bring your own food (yay, picnic!) and there are free tables and benches. A few people even bring a tent and do BBQs.
Here's a comparison of the situations in the two destinations to which all the roads led. Eco Tourism Park was a more popular destination. The 480-acre park broke its own record by selling 94,000 tickets this year. The 25-acre Nicco Park had about 16,000 visitors.

What food is not allowed to bring in the Philippines?
Fresh or frozen unprocessed foods โ including fresh fruits, frozen meat, fresh fish โ even in quantities for personal use, may NOT be brought into or sent to the Philippines without the prior clearance from the Department of Agriculture of the Philippines.
Smoking. According to health regulations, smoking is not permissible in any of the buildings or common facilities of the Eco Park. Smoking is OK at the two designated smoking areas only in the park which are advised when you arrive.
Apart from morning hours, 4pm to sunset are ideal hours for an outdoor walk. Our body has less perceived exertion, meaning we can exert more and feel less. This makes it the perfect hour for a quick run or a brisk walk. Muscles are warm and flexible, which makes the risks of injuries lower.
You may not import fresh, dried or canned meats or meat products from most foreign countries into the United States. Also, you may not import food products that have been prepared with meat.
Solid food items (not liquids or gels) can be transported in either your carry-on or checked bags. Liquid or gel food items larger than 3.4 oz are not allowed in carry-on bags and should be placed in your checked bags if possible.
