@Lashean17 yes you can by saving your house to your library and then going to the lot you want it placed in build mode. From there go back to your library and let it place the lot, since you do it in build mode it should give you the option to place it how you want.

You'll need the Transfer Sims between Households option (icon with 2 opposing arrows). From that option panel, you can move out Sims from that Household or move in Sims from other Households.
While in build mode you will see an icon at the top of the screen of a bulldozer. Click the icon and it will open two icons in a drop-down.
