In Baldur's Gate 3, you can use the Twinned Spell Metamagic to cast Haste on two allies simultaneously, provided it is a single-target spell. However, in the 2024 D&D 5e rules, Haste cannot be twinned because it cannot be upcast to target additional creatures.
Be a sorcerer, choose twinned metamagic as one of your class features, then click the twinned metamagic icon, then click haste, and you'll now be able to designate two targets instead of one.

Potion of Speed just gives you the effect of the Haste spell, and you can't stack spells. So if you drank a potion 1 turn, then cast Haste the next, the spell would just override the duration of the 1st.
