You can marry Serana after completing the quest "Kindred Judgment". This's a simple mod. The mod just adds Serana to the vanilla marriage options. It's the same way that you marry another marriable NPC.
All you need is to get the Amulet of Mara from Maramal in Riften, dismiss your high affinity companion, and then immediately talk to them again. It should trigger the ``Oh, is that an Amulet of Mara?'' line. Then get married.
