Class E effectively amalgamates the former Class A1 (retail), Class A2 (financial and professional services), A3 (restaurants/cafes), B1 (offices) along with health/medical uses, creches, nurseries (all formerly D1 uses) and indoor sports/recreation (formerly D2 use).
As you may already know that Class E covers shops, offices, gyms, restaurants, workshops and many other types of commercial building. Put simply, this means that conversions from any of those uses, including retail, to residential will not require full planning permission if certain conditions are met.
One of the most common use classes is A1 use which is for shops and general retail. However, A1 use class does also cover Post offices, sandwich bars, hairdressing salons, travel agents, ticket agents, funeral directors, dry cleaners & alterations, and hire shops.

Do you need planning permission to change use in Class E?
Change of use to another use within Class E will be allowed without the need for planning permission. If the building is not being used or occupied for the use permitted under an existing planning permission, it will need to be brought into that use before it can then change to another use within Class E.
Class E includes shops, restaurants, estate agents, offices, museums and indoor sports facilities. Following the amendment, change of use from Class E to residential can be carried out without the need for planning permission. Instead, you need prior approval before carrying out works.
Do you need planning permission to change from Class E to sui generis?
There is a common misconception that changing the use from an existing use class to a sui generis class always requires planning permission. Permission is only required if the sui generis use is materially different from the existing one. If there is any doubt, a lawful development certificate can be applied for.
