With a population of around 9.8 million in the city, and 16.8 million in the metropolitan area, Tehran is the most populous city in Iran and Western Asia, the second-largest metropolitan area in the Middle East after Cairo, and the 24th-most-populous metropolitan area in the world.
I think we often forget how big London is, certainly in comparison to most European cities, but this map appears to have annoyed a lot of Americans. A bit misleading because you're talking about the municipal boundaries as opposed to the urban region. In reality Chicago is about the same size as London.

Why is Tehran so big?
Since its establishment as the capital city by Āghā Moḥammad Khān more than 200 years ago, Tehran has grown from a small city to a major metropolis: situated in an urban region of 14 million inhabitants, Tehran is Iran's largest city and one of the most populous cities of the world.
Berlin and London are very different in size. Berlin stands at 891.85 square kilometers (344.35 square miles) of area, one of the largest cities in Europe. And on the other hand, London extends about 1,572 square kilometers (607 square miles) over an area of land which is larger than Berlin's.
However, even with a very broadly comparable number of residents, it should be noted that Grand Paris is considerably smaller than London — 814km², compared to 1569km² — about half the size. The city of Paris itself is even more densely inhabited, with 2.1 million people living across its 105km².
