A negotiator is a person who either comes to an agreement with someone else, or one who helps other people reach such an agreement. When two people cannot see eye to eye, it's time to bring in a negotiator. When two businesses are merging, they can use the help of a negotiator to work out details of the plan.
Head over to Ban Pa and the Elder's House. Just next to the Elder's house, on the left if facing the house from the main road, you will see a small hut with an orange eye painted on the side. To enter the hut you will need the Ban Pa Fishing Hut Key.
In order to obtain the key, the player must defeat Porkpatch in Lilygear Lake, whose area is only accessible via the Sub-Tunnels entered through Pinwheel Funhouse.
