Steam does have free games you can add to your account. They come and go all the time but aren't widely broadcasted as so by steam. What steam offers is simply a better platform and discounts no-one else does basically.

Probably cuz the game is not working on modern systems and we have 2033 redux to replace it. Instead of updating 2033 original, they just decided to remove it. I'm pretty sure Metro 2033 runs on modern systems without problems.
