Karachi was not given to India during the 1947 Partition because the entire province of Sindh, including its capital Karachi, was awarded to Pakistan based on the agreed-upon criteria of Muslim-majority provinces, despite having a significant Hindu population in the city. Sindh was not partitioned like Punjab or Bengal, as its provincial assembly voted to join Pakistan.
Although Sindh was less sectarian than other parts of India, the province's Muslim elite and emerging Muslim middle class demanded separation of Sindh from Bombay Presidency as a safeguard for their own interests. In this campaign, local Sindhi Muslims identified 'Hindu' with Bombay instead of Sindh.
So, when the subcontinent was partitioned in August 1947, the entire undivided Sindh province, along with the Indian metropolis and the city of lights, Karachi, became a part of Pakistan.
