No, you cannot directly gift Heirlooms or Heirloom Shards in Apex Legends because the gifting system only allows items purchasable with Apex Coins from the store, and Heirlooms are obtained randomly from Apex Packs or during Collection Events, not bought directly. The closest you can get to "gifting" one is giving someone enough Apex Coins to buy items during a Collection Event to earn the Heirloom, or giving them coins to open packs hoping for shards.
